From building digital foundations to building a national digital-economy ecosystem

The second edition moved from general digital transformation to three more specific areas: legislation and regulation, digital infrastructure and the financial sector, and human capital.

First: Legislative and regulatory framework

01Prepare an integrated national legislative framework for the digital economy

Review and update Iraqi legislation related to digital transformation and identify legislative gaps that hinder growth.

02Prioritize essential digital legislation

Prioritize data protection and privacy, e-transactions and e-signatures, e-commerce, cybersecurity, digital payments, government data exchange, and emerging digital economic activities.

03Develop digital policies based on international standards

Use international standards and practices when drafting Iraqi digital legislation and policy.

04Strengthen institutional coordination

Create a national coordination mechanism among ministries, agencies, public institutions and the private sector to avoid conflicting digital policies and projects.

05Adopt digital trust as a core principle

Include user protection, data protection, cybersecurity and trusted digital transactions.

Second: Digital infrastructure and financial sector

06Treat digital infrastructure as national economic infrastructure

Sustain investment in telecommunications networks, data centers, cloud computing and digital platforms and connect them to sector needs.

07Accelerate the shift toward a less cash-dependent economy

Expand electronic payments, digital payments and electronic banking services and encourage adoption by citizens and companies.

08Strengthen digital financial inclusion

Expand access for individuals and companies, especially SMEs, to digital banking and financial services.

09Connect FinTech with the banking system

Provide a regulatory and investment environment that enables growth and innovation in payments and financial services.

10Encourage investment in digital infrastructure and technology

Develop partnership and financing models combining government, private sector, financial institutions and international development institutions.

11Develop an attractive environment for international digital investment

Provide clear policies and legislation, investment protection, infrastructure and skills needed for international companies and technologies to enter Iraq.

Third: Human capital and digital skills

12Prepare a national digital human-capital strategy

Connect education and training with the real needs of Iraq’s digital economy and labor market.

13Prepare a national digital-skills framework

Define required digital skill levels for public employees, private sector, students, graduates, entrepreneurs and administrative leaders.

14Build partnerships among universities, private sector and international institutions

Develop curricula, training programs and professional certifications aligned with modern labor-market requirements.

15Launch national accredited digital training and certification programs

Benefit from international institutions, technology companies and organizations that participated in the forum.

16Focus on future skills

Artificial intelligence, data analysis, cybersecurity, cloud computing, e-commerce, financial technology and digital business management.

17Turn digital skills into real job opportunities

Link training to employment, entrepreneurship and startups instead of limiting it to theoretical training.
